This can happen if you've got your browser configured to download PDFs instead of viewing them in browser.
To force PDFs to open in browser:
- type this in your address bar: chrome://settings/content/pdfDocuments
- make sure the setting for "Download PDF files instead of automatically opening them in Chrome" is toggled off.
